Pennsylvania’s corporate income tax is among the highest in the nation. Given the continued existence of the so-called “Delaware Loophole,” however, it is a distinction largely without meaning. The loophole allows many large corporations to avoid paying state income tax, which results in fundamentally unfair system and starves the state’s systemically unbalanced budget of needed revenue.
